About Morse Strategies

There is a lot of work to do between education, industry, and community.

That’s why Morse Strategies exists: to help the people responsible for the future build something that can actually hold it.

The story behind the work

Relationships are strategy.

Andrew Morse founded the firm after more than two decades in higher-education leadership and strategic planning. Across colleges, universities, and community organizations, he saw the same opportunity: institutions and employers could do far more when they stopped working in parallel.

His work has helped shape new academic programs, industry partnerships, workforce pipelines, and the internal conditions that let those efforts endure. The method is straightforward and demanding: listen deeply, make the system visible, and help the people in it solve the right problem together.

ABOUT ANDREW

Two decades of building the connections that hold.

Andrew Morse is the founder of Morse Strategies, LLC and a strategist, facilitator, and policy leader who has spent more than two decades working at the intersection of higher education, workforce development, and community prosperity.

His career began in student affairs and campus leadership and grew into senior executive roles where the work was less about any single institution and more about the systems around it. As Chief of Staff in the Office of the President at the University of Northern Iowa, he built cross-sector partnerships that secured $26 million in appropriations for Industry 4.0 development in the defense manufacturing supply chain and $3 million to support Department of Defense corrosion prevention standards. That work also helped update federal contracting law through the National Defense Authorization Act. He convened 300 educators from every state to shape a bipartisan framework for revitalizing federal educator preparation and co-authored the EDUCATORS for America Act.

As Vice President for University Relations at Central Washington University, he led the university's government relations agenda and secured $160 million in additional state capital and operating funds to modernize academic infrastructure with solar and geothermal heating and cooling, along with $345,000 in local grant funding to establish university-provided psychological services for Kittitas County youth. He reorganized branding, marketing, communications, and government relations into a new Division of University Relations, launched CWU Business and Community Services to provide consultation and technical assistance to small businesses, nonprofits, local governments, economic development districts, and educational institutions, and guided 42 full-time employees across six functional areas.

He went on to serve as Vice President for Development and External Affairs at Complete College America, leading the organization's public policy, fundraising, and strategic partnerships portfolio as a member of the executive leadership team. He also served as a consultant and project director at Keeling & Associates, leading institution-wide strategic planning projects for colleges and universities of every size and sector, and taught higher education law as an adjunct professor.

He founded Morse Strategies to bring that experience directly to the institutions, systems, and communities doing the work — combining data-driven insight with practical, on-the-ground implementation, and staying long enough to see it hold.
